1. Preheat oven to 325ºF. 2. Prepare baking pan (I used 11 x 8 glass pan) by spraying it with non-stick cooking spray. Set aside. 3. Pour brownie mix in a medium bowl and mix in 2 tbsp of water, 2 eggs, and 1/4 cup of vegetable oil. Stir until well blended. 4. Pour mixture into prepared pan. 5. Put the pan in the oven for about 40-45 minutes. 6. While you are waiting for your delicious brownies to bake, beat 3/4 cup unsalted butter, 3/4 cup light brown sugar, and 1/2 cup granulated white sugar until fluffy with a hand mixer or a stand mixer. 7. Pour 3 tbsp milk and 1 1/2 teaspoons vanilla extract in and mix until completely mixed. 8. Pour 1 1/2 cups all purpose flour into mix until well combined. 9. Pour desired amount of chocolate chips in and fold. 10. When the brownies are done, make sure they are COMPLETELY cooled before you spread the cookie dough evenly onto the top of the brownies. 11. When brownies are completely cooled, spread evenly and cut into desired sized squares!
